• Probably better because the Insignia is a discrete unit designed to do one thing only. Whereas the time warner converter may be multi functional. Keep in mind, there are only so many companies producing the dac chip inside these units for non commercial use, therefore the quality is not far off from one another. You should be ok with either converter.
