• It converts from analog to digital and requires either a co-axial or optical input. Really depends what you want to connect it between -- you only listed one device.

• No, you will still have to buy a cable box. I could go into to it further but, somehow I don't think that would benefit you. Although, you still need this item because you must connect the cable wire to the new box.
