“Bestbuy add says it will charge a device while playing music. Bought one for this feature. Mine will either play bluetooth or charge my phone but not both at the same time. Is mine defective, or do they all have this limitation?”

there is a switch: OFF, ON, CHARGE. You have to choose one of the three. Because the switch cannot be both on ON and CHARGE you have to choose.

Meaning, probably no need to Bluetooth your music since you are already wired to the device ! Try turning Bluetooth off and see if your music plays while your phone is charging? Instructions would have been very helpful in this situation !!!
