• This battery pack cable has a micro USB plug. If your 3DS has a charging cable that plugs into USB or has a micro USB socket then yes.

• No you can't. The jack for the all of the 3DS models are Nintendo specific. This comes with a lot of the typical cylinder shape connectors that fit most electronics but not the Nintendo connector.
