All four lights are steady on once full charged it reached.

Sorry, there was a problem. Please try again later.I've found that the fourth light by the "I" in Insignia only blinks when it's on its last amounts of juice. It seems like it is still charging though the blinking, until that light is gone too. Hope this helps. ☺
Sorry, there was a problem. Please try again later.I don't think so. It may not have a full charge but it is mostly charged at that point. I think there is also a guard against over charging. I have charged it overnight with no problem.

Sorry, there was a problem. Please try again later.I believe it is fully charged once the fourth light is solid. That's what I've been waiting for while it's charging. It seems to take extremely long for the fourth light to turn solid though which can get frustrating. Usually I wait until I'm going to go to sleep to plug it in because it takes so many hours to fully charge.
