Actually, the correct answer is NO, not by itself. You still need a device called a capture card to convert the RCA or the HDMI signal into a digital stream that software in the computer can digest into a video file. I did it with a device made by Vivitar that I bought for $10 at Walmart. It plugs into a USB port on the computer. I then used QuickTime on my iMac to create the video file. Note that the Thunderbolt connections on the back of an iMac are for signal OUTput, not video input, as far as I can tell. So using the RCA to HDMI converter will not get a video signal into the computer that way.
