• No, it doesn’t have to be plugged into an Xbox. I have mine plugged into an outlet.

• As it is a USB plug, Yes, it will work plugging into any USB-A female connection... though a bit of caution, If you already have it installed onto the Xbox just leave it, the claws that keep it from moving on the bottom are fairly difficult to remove without accidently breaking them off.
