“Is it normal for this power supply to get really hot to the touch ??? I have this plugged into a elitebook 8540w and the PS brick is very hot to the touch, where you can touch it but it becomes uncomfortable if you keep your hand on it ??”

That doesn't sound normal at all. Mine gets a little warm but nothing that would make me cause me to say it felt hot.
