“Will this safely convert from 110v to 100v for a 1300w cooking device? It has variable temperature settings, which is an issue with some transformers, plus I noticed the picture shows "'INPUT 220-240V" I don't want to assume that means lower input is okay”

Unfortunately, it's a bad idea to use a lower current rating adapter since it could cause excess heat.
