“How do I get it to turn on/off my sound equipment? I am able to program it to change the volume but I can't turn it on/off. During the programming phase it turns it off but it won't do it under normal operation, just volume.”

You bought the wrong remote. I had the same problem and could not solve it with the best tech help. Bottom line, cheap Chinese crap at Best Buy.
