The file system used on the flash drive is determined by the device (camera, cellphone, etc.) that the drive is used with. A FAT16 file system has a maximum file size of 2 GB. FAT32, 4 GB. NTFS, 16 terabytes. EXFAT, 16 exabytes. FAT32 is the most commonly used file system on cameras and phones today. If you have a 2 GB limit, you must be using it with a device that is quite old.
