“If I install a micro sd card thats rated at 100mb/s read and 50mb/s write can I expect to actually achieve those speeds with this Insignia USB 3.0 reader? The reader I am using now gives me about 8mb/s write. Fast micro sd card but my reader is slow.”

thats a great question but I am unable to answer as I have never pushed my card readers to the limit, as they get the job done and this is probably the only time I am patient with devices/computers. Best to you. Of course it will read, but if you are clocking it, I would love to know what you find.
