“I am wanting to hook my monitor to a HP Desktop that is new (refurbished) and has no internet set up yet. If hook my VGA cable to 3.0 USB port using this adapter will it give me enough graphics to do the initial setup?”

Your HP Desktop has a VGA jack on the back of your computer that you can plug your vga monitor into which you should be using, the main pupose of this adapter is if someone needs a second monitor a good example is if they set up their computer to do karaoke their main monitor is used for their karaoke program and use this adapter on a second monitor for the karaoke words, but I don't see any problems using this adapter as your main monitor.
