When I first got the speakers, about a month ago, I was able to broadcast to them but that stopped about mid December '18. I saw another post that had the same situation so I have to assume an update from either Google or Insignia broke the functionality and hopefully it will return in the future.

What this feature does it restricts certain content and limits on how your Google Home devices are used. https://support.google.com/googlehome/answer/9141219 It could be what is restricting your usage of certain features on your device such as playing that playlist. If all else fails follow your user manual and reset the device and set it up fresh. There are troubleshooting steps on page 9 of your user manual you can review and try to see if that resolves your issue.
