“I have one of these speakers...love it! But I have a friend that wants it for the Google Assistant only. They don't own a smart phone or smart device, but have a desktop pc and wifi. Is it possible to set up this item without the phone or app?”

you can install an Android emulator on a PC. I use Bluestacks. Once installed (takes about 20 minutes) you can then install Home and Assistant from Google Play Store, just like you would from a cell phone or tablet. Works great www.bluestacks.com

According to Googles documentation you have to have an Android or iOS (Apple iPad, iPhone or iPod) to setup this device. https://support.google.com/googlehome/answer/7029485 They would not be able to set this device up without an android or iOS device/phone.
