The federal e-file is included

E-filing federal is free. E-filing state is not. The Deluxe edition includes the tax forms for one free state, but only the forms and calculations for state are free. E-filing is extra. I e-file federal (free) and print and mail the state return for the price of a stamp vs paying the state e-filing fee.

There is no fee for federal filing. But they charge $20 for each state filing.
