There is a fee. VIRGINIA does not charge the fee. The fee goes to a middleman, not to VA. I believe they do in some cases. For example, if you income is less than $33,000 a year or you qualify for the Earned Income Tax Credit or you are active military, etc. Each state is a little different so check your state's Department of Taxation to be sure.
