You will need to pluf in the AC adaptor separetly. This device is more for Ethernet, and more USB slots for your laptop. you even get an HDMI port, if you feel like adding a second screen to your laptop, if yours does not come with one.

It will not provide pass-through charge. The JCD381 (USB-C Dual HDMI Mini Dock) supports charging up to 60w, but requires a computer to have an available USB-C port that supports USB Power Delivery 2.0 or 3.0. (USB 3.0 is recommended).
