Can this Mount turn vertical for IG and FB stories? null

The mount only screws onto whatever tripod you've got. If your tripod doesn't have a rotation of some sort, then you're only going to have a horizontal placement of your phone as the grip doesn't stretch far enough for a vertical placement.

It does not expand enough to hold the smart phone in a vertical position.

I am sure you know this mounts on your tripod. Most tripods allow you to flip your camera to a vertical position or stay in the horizontal position.
