“Does the fan come on everytime the microwave is in use? Will the FIN on the upper portion of the microwave still open if it is vented to the OUTSIDE? I need to know this. Ty.”

Hello, model KMMF330PPS, KitchenAid® Microwave, the fan will only come on if you press the fan or if the controls get too hot, it will then come on automatically. If you have the Microwave vented to the outside, you may still feel some air from the top vent. This is normal. Thank you for your inquiry on our KitchenAid appliances.
