• confused, the 3rd rack is removable and has a tray that can be used for utensils.

• The 3rd rack has a removable tray over the flat section for utensils, and the 3rd rack itself is removable. It cannot be lowered and it cannot be made flat across the entire top. When the utensil tray is removed, approximately half of the 3rd rack is flat.
