“Even on the lowest setting, the downdraft pulls the flames so much that it drastically affects the cooking (slows it down and makes heat uneven). Any suggestions on how to block the sides of the downdraft area to prevent this from happening?”

Cover the fan opening area partially with a non-flammable item - thus defusing the fan's power by as much or little as you want. On mine, I love the 3 fan speeds.
