Klipsch does make a powered bluetooth version (Klipsch R-15PM) so you should be able to connect your phone via bluetooth. However the R15M I have are not powered so I use an amp.

Yes, you do need a receiver with at least 90w per channel to fully enjoy these.

They need to be hooked up by speaker wire from a receiver/device of some sorts.

Yes, these speakers need power supplied to them from a receiver/amplifier. They will not work on their own. They have to connect with speaker wire to an amplifier

The sound would be great for a dorm room, but these are wired speakers, not Bluetooth.
