No you cannot, however two people can play together using two different "vechiles" for example one can drive the car and one flys....you would need an extra set of joy cons

One player operates the vehicle (based on the toy con player 1 is using) and the other operates a mounted gun with a different toy con. I tried this with my kids and it was kind of fun, but hard to get them to cooperate with me.

However, the easiest option is the Nintendo store sells replacement pages for parts. It's an additional expense still but cheaper than buying two full labo kits.
