• Yes, but it won't be an android tablet. It'll be something more like a Microsoft surface, where is a pc tablet, it runs window operating system.

• Yes, you can use it as a quasi tablet with the controller detached. Full touch screen support and, however the limitation still stands with windows OS isn't optimized for touch.
