“Can you use this kit if you are mounting a TV to a wall that leads outside. Meaning is not sheet rock but a tougher material?”

If you can cut the material with a hole saw, then yes. The only other thing you will run into, there will be insulation that you have to get behind to run the wires. The stick included to fish the wires can get hung up on the insulation. An electrician's fish tape works better getting around the insulation.

With an exterior wall you will likely run into installation which makes install a little more difficult, but as long as these requirements are met the product should work.
