• After the initial set up with your cell phone, you do not need to use it again for video calls with Google Duo.

• Yes, but you will need Google Duo enabled on the Display and on the call recipient's device. If you want to make regular (non-video) phone calls, you will first need to go into the Google Home app and disable Duo Video Calling. Click on the gear icon to go to settings, then scroll down to the Duo Video Calling, click on that and disable it. Then you can call anyone in your Contacts list.
