It sounds like you're looking for a "primary computer", even if your needs in a primary computer are limited, and this is definitely NOT a good device for that purpose at any price. (Unless you're really desperately strapped for cash maybe, but then you'd better off buying a more capable refurbished computer.)
It would be fine for basic Web surfing (including shopping online, but not playing online games), basic word processing, and very basic photo editing. But it's too slow for playing video games or more advanced photo editing, and the limited storage capacity would get annoying quickly if you don't have another computer to transfer photos to (or cloud storage, if you prefer), You can expand the storage with an SD card, but they're _very_ slow compared to hard drives - fine for temporary storage, but not so fine for longer term storage and access...
