I have this same problem. The issue is with older programs (For me, it's Adobe Lightroom 3) not being able to scale their fonts to a 4K screen. In some apps you may be able to simply change the font size to something larger, but for me in Lightroom 3 it is already on the largest setting and everything appears in only about a 2pt font. Windows 10 was designed with 4K screens in mind, and so the default font setting in Win10 for my screen is 300%. But lots of software apps that came out before 4K screens appeared on the market will not have settings that go that high. There are 2 solutions: One is to lower your screen resolution (to perhaps 1600x900) every time you use one of the affected programs, in which case you would also need to change your windows 10 font settings back down to 100%.
