I suspect the Surface you were using was an RT version, which Microsoft tried for a few years. Windows RT was a stripped down version of Windows 8 to run on more energy efficient processors and was locked from running any programs not verified for operation through their storefront. There is a new version of Windows 10 coming that has a similar streamlined infrastructure (Windows 10 S) that will likely have many of the same restrictions as Windows RT, but so long as the laptop runs Windows 10 Home or Pro, it should be able to operate any application that meets the minimum specifications of the unit (processor speed, RAM, available hard drive space, etc.).
