“Is it best to leave this plugged in when using or to charge it, disconnect power, and then let the battery run down? I had a Samsung that had a Battery Extender setting that would only charge to 80% when plugged in, supposedly to extend the battery life.”

You can use this device while it is plugged in. It is not necessary to do so. This device will charge to 100% and maintain the charge level while plugged in.
