Yes it can be! There is a lock and unlock on the right hand side lower corner of the microwave just take a Phillips screwdriver and turn it from locked to unlocked! Good luck hope that's what you need!

Yes, it can be disabled.  The instructions on how to do that were in the setup directions that comes with the microwave.

If you can find something to tape inside the push button…it’s designed to be “safer” with the button.
