Does this dishwasher come with an plug in outlet? null

This unit does not have a plug on it and it has to be connected to a dedicated, properly grounded branch circuit which is protected by a time delay fuse. You need to connect the appliance using the 3-wires including a ground wire. ^CP

No, if you don't have one from your existing washer, you'll have to purchase one.
