“You can tell by my question, I am not up on features of the current TV's on the market. I need a 'smart" TV. Is this one considered a smart TV. I want to be able to get Netflix, etc. movies.”

This is not a TV, it's a computer monitor. It has no remote or TV tuner and no way to connect an antenna/cable service. It does have HDMI and Display Port connections to connect to devices that have those. I'd suggest a TV with Roku built in, I have one and it works well.

Sorry, there was a problem. Please try again later.This is not a smart TV. It’s not even a TV at all. It’s a monitor. It does not have a TV tuner so you cannot watch local stations. It does not have any capability to run apps such as Netflix. If you wanted to watch TV or Netflix on this screen you would have to connect some other device which is capable of accessing that content. Suggestions would include a cable box, Apple TV, or a Roku. If you want Netflix built in to your screen, you should probably look at another product. There are TVs in a similar price range.
