“No matter what I do I cannot seem to get the screen brightness any higher. Eco mode is off. I know it has something to do with the contrast and brightness. Can someone please share there exact settings with sdr and hdr?”

When a TV is calibrated, it is calibrated according to the environment it is in so even within the same home, the settings for two different rooms will not be the same. Unless the person who is sharing their settings with you has the exact same environment, their settings may not work for you.
