You have to have a 4k TV, 4k capable HDMI cable, a 4k capable player, and make sure the content is actually streaming at 2k or 4k quality from the video stream. Most content, especially console games, is actually 1080p or 720p limited either by the media render or by the console. Ps3 can only output 720p video. Some PS4's can play true 4k video.
