“I want to connect my LG OLED with e-ARC, and then have another device connected via optical, and be able to toggle the Soundbar between the two inputs. The input seems to be “e-arc/optical”, meaning you can’t toggle, it just defaults to one. Is this true?”

U should be able to do it. Hook tv into hdmi earc on tv and on sound bar- then your other Device through the optical port . U can change inputs using the lg soundbar app
