“I've seen a number of comments regarding the need for a "dedicated circuit" for some portable AC's. It seems that even at 12 amps it wouldn't be necessary unless you had other items drawing current at the same time and on the same circuit. Any comments?”

A "dedicated circuit" is one that is used solely by one device. Usually, circuit breakers are 15 amps or more, so one could have another, low amperage, device connected to a 15 amp circuit. Check your breaker box to see what amperage is your breaker switch, and how many outlets are connected to that breaker.
