“If I connect a sound bar using HDMI ARC, will it stop audio out from optical and/or 3.5mm. If so, is there a way that I can output sound to audio 3.5mm (or optical) along with sound bar connected via HDMI ARC. this is imprtant to me.”

The TV does of course have both features along with the new EARC which is an enhancement to the audio. I have not tried running optical and ARC at the same time.
