A 4-wire cord is to be used in areas where grounding through the neutral conductor is prohibited for: (1) new branch-circuit installations and (2) areas where local codes prohibit grounding through the neutral conductor. A 3-wire connection is NOT permitted on new construction after January 1, 1996. If you already have a 240-volt 3-wire, grounding outlet, then your local building codes probably permit a 3-wire connection if the house was built before January 1, 1996, but you should verify that with your local building codes or your local building inspector...^Ivan.
