No it's not normal. Mine even makes my charger get Hot.

The vast majority of phone batteries have been fully charged as part of the manufacturer's quality assurance system, and then discharged for shipping purposes. Air traffic rules limit the amount of juice a battery can have to 30 percent. New cell phone batteries can have a slight charge when purchased, but this is usually from quality control testing—most batteries ship uncharged and require a full day, or at least overnight, charging before use...^IFV
