• Think it depends on how weak your talking. I think it needs like 2 bars in order to sync up, but it may work.

• Yes, you can, Beans. Repeaters can extend Guest Networks as long as the settings would match with the requirements needed. You may need to ask your neighbors' guest Wi-Fi settings prior to setting this up.
