“We get significantly slower up&download speeds via the Ethernet connection thru this router than with WIFI or by connecting PC directly to the cable modem. we've swapped cables and it's still the same. Any suggestions or is this a bad unit?”

Probably a bad device. Internet connection speeds are lets say around 75Mbps in some areas... the wireless and wired transfer rates are way above this so you should be capped by your internet connection speed. If one is significantly slower than the other, it could be a bad device. One other thing to look at is if the drivers for the Ethernet adapters in the computer are up to date and working properly and there are no hardware issues going on there... if you can try another device via Ethernet and see if it experiences the same slow connection.
