• I believe so. The parental controls section lets you select a device and limit internet to certain times. I assume this is using the MAC address but I guess it could also be using the IP routing table or something.

• For all intended purposes, yes. However is not exactly like an ACL. ACL is set one time and then members are added to the policy / permission list. However, the router requires each device to have its own policy. But yea, it can be used to block devices.
