• No. For car problems be a member of AAA and call them with a cell phone.

• Pressing the call button once will connect the user to a Lively Mobile operator. That operator can call the user's emergency contact and/or EMS and can use the device to geolocate the user. Their customer support literature says "emergencies big or small", so needing a tow truck might qualify. To be on the safe side, I'd call Lively customer support at 800-733-6632 to see which device and plan might cover your dad's needs.
