• It is IR. To get around IR in cabinets, for 20 years, I've used an IR Remote Control Extender or IR Repeater Kit, which controls up to 10 Devices. Cost less than $30.

• No, you have to have line of sight for all devices to work. Otherwise you may want to buy the Harmony with the Hub, that way the hub can be behind cabinets or closets, and the remote then works off radio freq to send the signal.
