• Yup, you can input which device you want to start power on first, as well as a specific lag time for each individual device to start-up ( also you can set lag times for device key presses, Input presses, etc).

• I don't know that it will program lag time. However, all devices that are programmed to be used begin simultaneously, ie, cable box, receiver, TV for watching TV.
