The difference is that it has extra buttons you can assign for Home Automation functions (like turning on lights, etc.). However, keep in mind that the underlying software is the same, so if there's a device you can't control via the app, you can't control it via this remote either. An example is Belkin WeMo and other standalone smart plugs/bulbs.

Doesn't matter which version of the remote you get as long as it has the Harmony hub. Then connect the hub(in beta) to Smart things and make functions in smart things that will then transfer to your google home.
