“Has anyone figured out how to program these to access Spectrum TV, where setup does not include a cable box but the Spectrum app on a Samsung smart TV? Spent an hour with Logitech and after having TV set to Smart Hub, only jazzed things up.”

I'm not positive however based on my experience I would say your problem is your trying to control spectrum when you should be controlling your TV. Remember, your app is on the TV and you do not have a source/device to control that belongs to spectrum. It's like trying to control VUDU on Roku without controlling your Roku... impossible. Hope I understood your question correctly.

I use the Specteum TV app with a Roku and I just programmed the Roku into the Logitech remote and it works fine. You can manually add certain buttons if needed. Best way to do that is to use the free desktop Harmony software as the app is a bit lacking.
