One PD-6WCL dimmer would control both of the lighting circuits at the same time. You would not be able to independently control the recessed lights unless there were two PD-6WCL dimmers installed. If you are looking for independent control as well, Lutron recommends installing two PD-6WCL dimmers and have one Pico remote paired to both. This way, interacting with the actual dimmers grants you independent control and interacting with the Pico grants you simultaneous control.
